No, the issue was how often leaders of different empires appeared. Damar was not leader of Cardassia until after Dukat lost his marbles down the turbolift. And as I mentioned in my post, Damar as leader of Cardassia was only on the station in "STATISTICAL PROBABILITIES".

Position seems to override rank. Data is Second Officer, but Troi in season 7 outranked him.
And I know you will hate this example, Oddish... but it also explains why Ensign Harry Kim can order Lt. Baxter to his station in "TWISTED", since he is Operations Officer, a senior officer position.

I don't hate either example. And really, the former is the more irritating, as it indicates a point I have long been asserting: that Data should have been a commander by the 7th season, making the rank issue irrelevant.

2. This was early second season. Harry's low rank still made sense at that point.
Ro required about 2-1/2 years to get back to lieutenant. Ogawa required a little over three. Nog needed two, but the Federation was at war. So if Harry had remained an ensign until the third or fourth season, that would have been fine.
I do have another example from VOYAGER... Torres was a junior lieutenant, and Carey was a full one. Yet she is the Chief Engineer.

-Make Eddington a bigger part of the series to really make his betrayal cut deep. I felt they didn't integrate him well enough into the crew so when he did betray them, I didn't really feel it.
I've said this before, but I wouldn't have killed off Dukat. I would've left him a blind "Bajoran" beggar on the streets. The idea of him having to beg people he thinks are his inferiors to survive feels like a more just punishment than the Five Caves and it would keep him around if there was a series revival or movie.
I've thought this as well, especially since they had Primmin as a similar character in season 1. My thought would be to replace Primmin with Eddington and build him into a semi regular like Garak up until season 4. His gradual switch to the Maquis, especially the causes, would have made for a few interesting episodes.
