I'm pretty sure it says outright in the opening log entry that they're humanoids.
There's the possibility that was her story, given it obviously has been something she kept close to her chest.
I thought there was a mention later in the episode that implied they were humans (and a couple other people alluded to getting the same idea in the review thread), but a quick search through the closed-captioning transcript didn't bring up whatever made me think that.
Wasn’t that the idea in Vulcan’s Glory’s description of the Illyrians, that they were humans or human offshoots who’d done this within their society, a fact that doesn’t mesh with the later-established ban on genetic engineering?
As far as I can tell, the novel doesn't specify. It just refers to "her planet." I think Fontana may have been assuming she was a humanlike alien of the kind we saw often in TOS.
Incidentally, it's spelled Ilyria in the novel, with one L, the same way the novelization of "Mudd's Passion" spells it when Harry mentions Ilyria VI.
Perhaps not a single nation, but explicitly a civilization that has colonized more than one planet, including the one here and the one Una came from.
I definitely got the impression the Illyrians were a nation of Human Augments.
No one picked up Voq was Tyler.
Also, a Klingon aid was able to pass for human as long as a tricorder wasn't waved over him.
It may be the case it's best just to handwave it or assume she's smart enough to get around it somehow.

i mean, i have a green button down shirt from The Gap. it doesn't mean i'm in the army. if i put captain tabs on the collar it would be great for a Hawkeye Pierce cosplay at a M*A*S*H convention. but it's not a uniform and it never was
The fun thing about Captain Christopher's uniform. The one he was issued has the rank stripe of a Starfleet lieutenant, which would be the equivalent of a USAF captain....And had them pose for official pictures as well?

The thing that got me was that what ultimately clued Culber in about Tyler was when he found evidence of an undocumented surgical procedure. Thing is though, what gave Darvin away to McCoy was his irregular heartrate, blood pressure and body temperature. We know Tyler was in Disco's sickbay at least three times before being exposed. Did one the the most advanced shipboard medical computers of its time somehow miss three times that someone had an irregular heartrate, blood pressure and body temperature?
Plus, I guess Tyler never once met with Lorca in his ready room, otherwise Lorca's pet tribble should have had a reaction to him.
Voq's cover was so deep he didn't even remember being Voq. Darvin remembered who he really was. So we can surmise that his surgical modification was less extensive. Maybe his infiltration wasn't meant to last as long.
Alternatively, maybe the reason McCoy recognized Darvin's metabolic variations as proof of Klingon-ness is because he'd studied Tyler/Voq's case in the past. After all, humans naturally vary from each other in metabolism, pulse, and even body temperature to a (heh) degree, so the mere fact of variation wouldn't necessarily prove anything, unless one knew what specific variations to look for.
Although it was spelled "Ilyrian" there, and I suspect she meant it to be the Ilyria VI name-dropped in TAS: "Mudd's Passion," which Fontana story-edited.
The Illyrians had starship technology a hundred years before SNW, so I'm sure that by the time of the latter, they were in several star systems.
Guess they must have gotten over what Archer did to them in "Damage"!
