The person writing this article has probably never watched the first two seasons of TNG or the third season of TOS I guess. Maybe Picard season 2 is the worst serialized season of Trek although in honesty, DSC S4 bored me and I barely made it to the end. Season two of Picard for all its legitamate flaws kept me entertained.
As long as TNG 1 and 2 and VOY 1 are out there I am hard pressed to call it "the worst" of anything. There are many episodes I actively avoid in my Star Trek viewings.

TNG season 2 is good.
TNG Season 2 is way better than Season 1 and Doctor Pulaski has definitely grown on me over the years. Her interactions with holographic Moriarty alone make her a worthy addition to that year of the show.
I have zero interest in revisiting Season 2. I will revisit most of new Trek.
Good is subjective.
Wil Wheaton apparently said in his writeup that he's not in Season 3. I don't think the revelation of his ascent here should prevent any future non-Traveler Wesley appearances. For all we know, Wesley grew to old age and fully ascended to Traveler status at the moment before his natural death, and just chose to appear young to Kore.

It's the most underrated season of Trek IMO. It's still a bit stilted and uneven overall, but lots of good episodes.
I think the lighting kind of puts people off because they associate it with season 1.
Season 2 is way better than season 7.
Riker has the beard in Season 2. That's just one of the numerous signs that things were gradually getting better on the show.

I can only imagine the post mission DTI debrief. Poor bastard is gonna phaser himself/herself after hearing all the time line shenanigan's. At least we know why all the current shows keep changing, all these folks going back in time and meddling has altered the timeline drastically.
I mean, we knew that since Relativity. That they would monitor the timeline and make efforts to make adjustments, reintegrate people from different times.
Well, Rios staying behind in the past is going to change Chile's fate forever. They will finally qualify for the FIFA World Cup. And Rios is going to find out that Ecuador's Castillo is not from Ecuador at all, but another changeling.....(only soccer fans will understand the reference....

They pulled it together and it was, for the most part, pretty enthralling.
A few disjointed thoughts. After a strong, fairly nuanced start, Soong had descended into a very basic villain (and I hate the implication that he was responsible for Khan—doesn’t work for me and is another case of Small Universe Syndrome). The reappearance of Wesley was a real WTF batshit crazy moment. It was pretty random but nice to see Wil back after all this time (although he was acting far more like Wil than Wesley).
John deLancie has been brilliant throughout and I’d love to have learned more about what was going on. Wasn’t it established that the Q were immortal? It didn’t seem like he was committing suicide. Was it implied the rest of the Continuum are gone? I wanted to learn more.
I’m still not sold on what happened with the Borg. Why was Jurati’s personality enough to completely reform the Borg when billions of others didn’t? A lot of people had already predicted how it ended, but it was fine.
Id probably give this a 9 for entertainment value. I know it’s taken a lot of flack, and it’s been flawed, but I’ve nevertheless enjoyed the season. I still have to pinch myself to realise that, thirty odd years after I began watching TNG as a kid, I’m still watching the TV adventures of Jean-Luc Picard and co.
