That was the whole point in season 1. The new synths are organic and pretty much indistinguishable from humans even with 24th century technology.
Prime Picard specifically asked his synth body to be as close to human as possible, with no immortality or superhuman abilities.The androids have positronic brains and super strength.
They can tear through metal bulkheads with their bare hands.
Some have an additional AI construct (Mom AI) in their positronic brains.

However, Confed Picard, whose body is the one currently running around Season 2, doesn't share those values and we still haven't been given an explanation (unless I missed it) on why someone like him who relies solely on force to maintain power did not get upgraded in his synth body.

Decker had some great Kirk-fu.Yeah, pretty much. Even a deranged commodore could take out a trained guard with a phaser trained on him. Security is plot driven, just like warp speeds.

We have no information on how confederation Picard got his synth body (apart from it being linked somehow to skull dukat), but it is totally possible he didn’t get to decide either.

Possibilities are literally endless. And even if the confederates did it, say president Annika Hansen ordered his resurrection, why would she put him in the position of maybe using his superpowers to become himself the ruler of the confederation? He’s much more useful as an old general who is a symbol of the strength of humanity and owes her. Exactly right. Keeping Picard at the same level means you can still use his intellect without giving him more powers. Also Q: save Picard and his friends from the timeline change to allow them to stop Q's plans. Wait what? Are we sure now it was Q who saved Picard and his friends from the timeline alteration, or the hooded Borg Queen (probably Jurati)?

They went to some efforts to say they planned this season out and w/ Matalas having penned the finale, I still have some hope these various threads will start coming together (soon!).

The hope is that they will give us satisfying explanations that make sense of all these things. If they do, it will be very gratifying.
