One thing that would be interesting to explore is if the Federation is still a good fit with the landscape of the 32nd century given how much things have changed. Does the Federation represent a universal set of ideals that are always relevant or is it more a relic of the past that has become obsolete? Or maybe somewhere in the middle, where the Federation is still relevant as a concept but the structure needs to be modified to fit in with the current times?
I think it would be interesting if part of the reason the Federation diminished so much in S3 was because it was desperately clinging to the past and is struggling adapting to the needs of the present. I realize this is not the direction they are going in based on what happened in S3 but I think it would be interesting to explore as the Federation tries to recruit worlds in S4.
