What Freemam says about Boimler would point to that fact that the comman staff is interested in developing Boimler. Giving him a protégé is in the same line of thinking.

The command staff *love* Boimler. He was on the Titan. He has a double who has the ear of Captain Riker, a guy with heavy ties to the admiralty. Freeman wants command of a top tier ship, maybe even an Enterprise, and these kinds of connections are her way in (it's why she has that huge shelf of collectibles).

Boimler proved last episode that he is the most capable officer onboard, proven by statical analysis. If fostered correctly, he might make good command potential, and Freeman and Ransom (the top two officers and probably the most ambitious outside of the Redshirts Club) want to be on his good side when he makes that ascent.
 
Even if you think they are passing the buck, choosing Boimler can't be assumed to be an act that is hostile to him. Leaders will delegate to those whom they want to develop.

Plus, this is the third or fourth time this season that Ransom has either acknowledged outright that Boimler is doing good work or put him on assignments that show he thinks highly of his skills. The command staff are coming to think of him as reliable. So no, I wouldn't read sending the newbie Brad's way as hostile or dismissive; I read it as more that Ransom still has a decently good opinion of Boimler, despite his tripping up on the sucking up.
