I would agree that Ransom "palmed off" the cadet on Boimler, but it wasn't simply to offload an annoyance but rather that Boimler genuinely was the most qualified officer to mentor the cadet and Ransom recognized this. This explains Ransom's "kind" smile and how Boimler dove into helping the cadet with enthusiasm. So, it looks like Ransom is Boimler's bridge buddy.
