We see many in DS9 season 3 wearing the TNG uniforms, and that is 2371. Generations is also 2371 where we see both uniforms being worn on the Enterprise D, by both main characters and background characters. In fact, Picard, Riker, Data and Geordi even wear both uniforms throughout the movie.

Yes, the DS9 ones were supposed to be on stations and bases, and the TNG ones were supposed to be on ships. That was later dropped, explaining the confusion here.

2360s is a broad term meaning the majority of that decade, 2369 is at the very end of that.

I think we are way past that.

Suffice to say that I think that Starfleet can be shown utilizing multiple uniforms of different types at the same time. Whether or not they were the only uniform in service is questionable, and frankly, one of the more unrealistic aspects in a franchise filled with unrealistic tendencies. Uniforms don't mean one size fits all.

In a typical episode of just hanging around the base, you had the SG teams wearing fatigues, security personnel wearing BDUs, everyone else wearing either the shirt and pants type uniforms or jumpsuits.

The Air Force does have uniform regulation regarding T-Shirts, and they are to be a specified color and are allowed to be worn without the jacket when authorized by the commanding authority. They are to be tucked in when the jacket is off. When the jacket is on the jacket is to be buttoned up save for the top button.
