This might have allowed for both this ship and the NX in the ENT universe. Maybe even to make them contemporaries – maybe civilian Earth ships employed larger rings and the military (Earth's Starfleet) employed more compact ones. Though it kind of clashes with ENT's Starfleet being more of a mix and the MACO's being the military.My idea is that this class of ship belong Earth's equivalent of NASA: the United Earth Space Probe Agency (UESPA), and not to Earth's Starfleet. It would be a purely scientific/exploration vessel with very little military influence, save for the commander, pilot and those who already have a military background, besides a science or engineering background. But civilians, like with NASA, can join straight into UESPA without joining Starfleet (which possess more combat-oriented ships).

During the post-atomic horror, whatever governments or corporations were left were hedging their bets and thinking about getting off that rock ASAP.BTW, head-canon time: the elements from Nolan's "INTERSTELLAR" exist in STAR TREK, with a few tweaks (i.e. Earth was dying from the horrors of the 21st century, so a mission to find a temporary new home for humanity, while the planet was "detoxified", was done).
