It's reporting the idea that Hydra had infiltrated the World Security Council as far back as The Avengers as if it were an "interesting" new fan theory, even though it acknowledges that Agents of SHIELD explicitly confirmed that when it brought back Powers Boothe as Gideon Malick more than four years ago. Whaa???
