The writers probably forgot or didn't care. Honestly, Spock shouldn't have needed the wraparound red filter to prevent him from almost going insane communicating with the Medusan Ambassador in TOS since his inner eyelids should have snapped into place and blocked his eyesight at the first moment he sensed something was going wrong.

It's in the Corey Hart edition. That's good enough for me.

Maybe she's light-sensitive, even with the inner eyelids.

I'm going to go with the "cool" factor. Even Vulcans want in on Earth trends.

It's a Romulan Device that somehow put Dr. Juarti 'OFF' just enough so Oh could do a weird mind-meld on her without Agnes knowing.

I don’t think you’ve put enough detail into this. It clearly needs to be more complex with more grandiose rank titles...
    ;)

The extra “C-in-C” version of the senior rank was not part of the original rank scheme designed for the TWOK uniforms by Robert Fletcher.

The grades were Commodore, Rear Admiral, Vice-Admiral, Admiral. The final grade was titled “Admiral of the Fleet” and included the large sleeve insignia (and other additional embellishments), as worn by Adm. Morrow in TSFS, who described himself as “Commander, Starfleet” and was clearly intended to be the commanding admiral at that time. It was implied that this rank was unique to that appointment.

The extra bling was added to the Admiral of the Fleet insignia and secondary uniform embellishments for TUC. It was largely unnecessary but they had brought back Admiral Cartwright from TSFS, and he had worn that grade during his previous appearance. They obviously wanted a more senior character than Cartwright but rather than doing something different with Cartwright they just created yet another position within Starfleet.

But then, the same costume designer also added twentieth century style medal ribbons to the uniform. Some folks thought it was the best thing since sliced bread, others thought it was anachronistic and completely ridiculous, yet more just didn’t care.

The interesting thing was that whatever they did with added gold braid and so on, the actual rank pins themselves were exactly the same Admiral of the Fleet design specified in Fletcher’s notes — and the same as those previously used for both Morrow and Cartwright. This rather suggests that the C-in-C is, at most, a first-amongst-equals appointment, rather than an entirely separate rank. In the TNG and 2390s versions, that still means just the established 1-5 pip bars.

She's from the mirror universe. That makes so much sense.

    Shhhhhhh!
She's actually a Reman, planted in the Tal Shiar to look like a Romulan, then picked by the Tal Shiar to pose as a Vulcan in Star Fleet...

The moral of this story is that is clearly important to establish and optimise the polarity before applying the accessory adjuncts.

    Ahem.

Let’s face it, the wardrobe departments have always found the rank insignia problematic — in fact, it’s practically a Star Trek tradition for them to goof-up the rank insignia, so its good to see them upholding the established standards...!!

I actually liked the uniforms we saw in the 2385 flashback better than the current ones.

The mid 80s uniforms were incredible. Might be my new favorite 24th century uniform. I think it would’ve made more sense to have the current uniforms be the 80s uniform as it’s top and shape is more in line with the First Contact uniform with color on top instead of gray.
