Star Trek reused effects shots all the freaking time. It reused props, designs, ship models, matte paintings and every asset possible. Yes, it would have been done because time is limited.

It was a deliberate choice. The Drydock had 3 ships in it - one was used in an episode of ST: D and the "Trouble With Edward" Short Trek, and the other two were what looked like 23c era primary Hulls, with two Nacelles below on 23c style pylons with a cross brace.They couldn't afford to render some First Contact era ships? It's not like they have to design them from scratch. It doesn't take long.
I'm sorry but that is no excuse. They own a vast library of starships that would have been more appropriate.
CBS already has a CGI model of the Luna. it's what was used to make the model for Eaglemoss.There's plenty of "Beta Cannon" ships that already have models made.
They could've grabbed one of those and stuck it in dry dock.
