They can do almost anything continuity wise. They don't have the constraints of being a prequel. The funny thing is that based on the footage I've seen from this show, the technology doesn't seem to be all that different from the Discovery era. It just comes off like generic sci-fi with some Star Trek elements.
I'm okay with seeing Sela again. She was part of TNG's history so that's fine with me. It would be strange to not have her on, or mentioned, at some point if the Romulans are factoring majorly into the Picard series. I wouldn't mind seeing Donatra or T'Rul again either. And for me, it would be great to see Saavik, and get her being half-Romulan made canon.
Who would play Saavik though? Kirsty Alley or Robin Curtis...?

I suspect if they planned to do in-continuity follow-up stuff like Picard from the get-go, Discovery wouldn't have been quite the unofficial reboot it was.Suspension of disbelief will be of... paramount importance? DISCO looks more like a 25th century version anyway but then they decided at the 11th hour with the 12th cup of coffee thanks to 13 pints of cheap liquor and 1 failed "Truth or Dare" question to turn it into a prequel and that's when the misfires and problems truly began. IMHO, YMMV.
