Unless it does, but it has to be screen canonized, first. See also: Uhura's and Sulu's first name, and other examples that aren't coming immediately to mind but I know I remember being a thing.

When it was announce that Patrick Stewart was coming back to Star trek. There was a rumor back story, that Picard wife died on a mission they were on and he left Starfleet cause of it. Mainly, he may had kids of his own to take care of and thought that he couldn't rise kids and be in starfleet at the same time.

2. When is this set? In the future.
3. Is 15 years ago Hobus? If so, we may not literally be 20 years after Nemesis, we may be a few years later. Yes.
4. What's the political situation with Romulus? Bad.
5. When did Picard retire? 15 years ago.
6. What's the situation with the Federation? It's an organisation in which many planets are members.
7. What happened to Riker? Middle aged spread.
8. What happened to Deanna? Became a school teacher on The Orville.
9. What happened to Beverley? Yeet. Season 2 style.
10. What happened to Worf? Died of embarrassment at how his people were depicted in Discovery.

So, a Romulan?
As excited as I am for this show...I am going to be incredibly disappointed if the reason Picard left Starfleet is because the TNG characters were unceremoniously killed off-screen sometime prior to the series.
I mean, I get that this show isn't supposed to be TNG 2.0, nor do I think it should be. But TNG was the show that first got me (and a lot of other people) into Trek back in the '80s and '90s, I can't believe they would think the fans who are tuning in to see Picard again after all these years, would also be happy to learn that these other characters that we were invested in for so long are just dead now.

I would think, it wouldn't be any of the main characters from TNG,but it made be someone we haven't seen or meet.
Picard probably left Starfleet because one day he looked up and realized his entire old crew had moved on. Not having the same relationships with his new crew bored him so he moved on too.

Yeah, the Romulans have been tragically underutilized in favor of the "more exciting" Klingons. Hopefully this series can touch on more Romulan stories.
Or it stands for 1986, the character Picard's vintage. When he was created.
