Picard is going to be a dark very personal journey for the character from my understanding. He will prob no longer be active in Starfleet and is going on some quest to correct some wrong. Not funny, not flying around in flagship starships etc.

That will be a first then, IE a Star Trek offshoot WITHOUT starships!!

i don't think that either - my guess is we get
  1. a rampling old dude in a wine yard writing comments to moronic admirals what ought to be done.
  2. captain esri dax will be sent to calm him down
... and then the fun starts - in the end he will certainly have:
  • invented an age chip for data
  • saved terra
  • dug up the iconians
  • saved the federation
  • solved the mystery concerning the disappearance of ncc 1031 uss discovery
  • saved the galaxy
  • reunited vulcans and romulans
  • saved the universe
  • drawn the bigliest funeral crowd in history

I bet at some point he'll say: "It's like the chicken and the egg thing... a... a..."

Esri Dax: Paradox?

Picard: That's it!!!

Not to mention, the pilot established it right away that the station was capable of movement when they moved it next to the wormhole... I guess that technically makes it a spaceship

Yes, comparable to these gigantic trucks like the ones transporting parts of the Apollo rockets for example.
