You can only use "costed", if you use "cost" in the sense of estimate the cost of something, otherwise, the past tense of "cost" is "cost".

But as your link says, "it is not unheard of in Canadian English"! We're actually running up to an election in my province, so the phrase "fully costed" has been bandied around a lot lately. But as @Discofan notes, the context in the article doesn't fit with the usage of "costed".

Usually I'm a total loner, but I feel I'm still getting used to living by myself, first time in like 8 years lol. I visited my sister's family a few weeks ago and I feel I've been a bit out of sorts since coming home to my empty house, and I'm completely not controlling my wine. Then I check my emails before going to bed and had to send out some apologies when I woke up this morning.

This is why I leave all my cards at home. Except for the ones I absolutely need that day (usually I only have my driver's license and one credit card). Which reminds me of something that frustrates me: My own store won't accept Apple Pay.

Oh dear, that sounds awful! We joke that my sister is a mean drunk and I am a happy drunk, lol. She'll get really nasty sometimes and you've got to be very careful around her, she loves to get into arguments. I'm like Spot261 but I'm already too friendly while sober, I go to really embarrassing levels unfortunately.
