I've volunteered at food banks. I know personally people who went there and lied about shit to get better food, specifically said they had kids so they could get cookies which they only gave to people with kids as they had limited amounts. Most of the food was quite crappy other than free veg and bread. However there were MANY reasons people came to get free food and they weren't all related to money. Some of it was wanting the community on offer, they'd come in, get their free loaf of bread and sit and chat. See at the end of the day there aren't too many people who can't buy a loaf of bread or a tin of beans so who actually "needs" the food isn't always about not having 5 dollars in your pocket.
The "worthy poor" is a horror idea that is nothing but judgement. Of course people came for food who spent most of their welfare on drink or drugs, and people came who were mentally ill and owned their own house but for them having a cup of tea and being given something was emotionally important.
It's quite possible to get to a place in life where years have gone by without being given anything by anyone. It's a lonely sad place.
So a lot more is given freely at food banks than the actual food. And if someone scammed some cookies that day well that's just the risk you take, it's not the end of the world.
