So presumably the Enterprise is bringing him in at the end of the episode to hash out the armistice with the Klingons (which also neatly sidesteps having to show Pike/Spock).

Clearly Starfleet rescinds that mandatory retirement age by the 24th century since Admiral Mark Jameson is well into his eighties if not older during the Mordan IV incident.
At the end of the "The Counter-Clock Incident," it's implied that the mandatory retirement age is outdated and unnecessary anyway, or at least waivable. Starfleet is reviewing April's appeal to remain in the service.
