Looking at pictures of him as Carcetti and Littlefinger, there's something in his expression that just screams Garth for me. Maybe we could witness his fall from grace and the chain of events that ended up with him on Elba II. But no matter who he'd play if he were really cast, I agree with those before me that he would surely be a most welcome addition.
Kirk said he read about Garth in the Academy. Currently Kirk is a Lt. on the Farragut, so it can't be.
He said he read about his exploits, so he might have already been a decorated captain a few years back. It doesn't necessarily mean his fall from grace couldn't have happened after Kirk graduated. Garth was one of his heroes so the news of his incarceration would probably catch his attention. But then again, when Saru had the computer list the most decorated Starfleet captains, Garth was missing from them, so he might already be spending his days in whatever institution he was held in before being transferred to Elba II.

I wouldn't be opposed to Todd Haberkorn being cast as Spock in an official role. I quite enjoyed his portrayal of the character in STC.
