Quite possibly and highly likely. The easiest way to artificially generate copious amounts of random details in visual effects these days is "Copy-Paste".Got the Breen ship yesterday. Can't say I ever really got a clear shot of it on Deep Space Nine, where CG shots tended to be rather dark. It's certainly an interesting asymmetric design with many layers, but there's one thing that kinda bugs me: Is it me or did the CG artists take that big long pod centered on top of it and just scaled it down to create those smaller versions of the same pod found all over the model? Certainly looks like that to me.
