imho the problem with Voyager was two reasons:
A: It's basically a copy of TNG but with less interesting... everything.
B: The show came after DS9 which had started serializing seasons. This show felt like a step back to the alien of the week.

Now to be fair to VOY point 2 is not exactly correct. It didn't follow DSN, S1-5 of VOY ran concurrent with S3-7 of DSN (if memory serves)
As for point 1 for those new to the franchise it might have semed new and intereting, for those who had been with the franchise for years/decades it might seem less interesting because there might be a certain element haven't we seen this story done before.

Well you do sometimes see VOY referred to as TNG-lite or TNG 2.0 on these boards.
