Catarina ...Sorry hun, I disagree. Seska was a malignant narcissist. She wasn't capable of real love. Only manipulation. She sought out people who she could control because she's truly frail inside. She might have had a glimpse of emotion for our first officer because he saw something she sought from her parents but probably never got. a chance.
She even tantrums like a broken child "When will you stop underestimating me!" it's like she was always berated by her parents (most likely a father figure) and she wanted to control Chakotay by impregnating herself. If you won't stay in this illusion I've created, I'll hoover you in by stealing your DNA!"
She "loved" gullible men who see the best in people because they're easier to manipulate and that gave her the power she craved. And there's probably deeper reasons but I didn't set out to write an expose.How do you do the dash above the 'e' ? :P

Seska might have had a political or military rank higher than Tuvok.
Chakotay had to be first officer to keep the 30 Maquis showing up for their duty shifts.
But as a full Lieutenant, or Lieutenant Commander, if Seska had unmasked herself and signed up to Voyagers crew as herself, Tuvok may have had to hand over either security or tactical to their Cardassian ally.
Even "selling" Federation technology wasn't technically a crime since no one told her not to, and past the ships hull, Federation law did not apply, and her person, and any part of the ship she "claimed" (in secret) could be seen as Cardassian soil where Cardassian law applied that leaned toward her will finding an expression rather than silly uppity aliens.
Besides, if Seska was back home, as an ally to the Federation she would have had unrestricted access to all nonsecret Federation technology like replicators and transporters, therefore it would be within her power to sell or give away transporters and replicators to any one she felt like without breaking the Prime Directive, if she had had any impetus to observe that extremely foreign "rule" which she did not.
The decision to screw over Voyagers crew was not political.
It was personal.
Maybe she could have gotten along well with a less idealistic Captain (Seska couldn't tell the difference between Janeway and Kes.) but Seska thought Janeway a fool who was going to get her killed in the Delta Quadrant.
