She's affiliated with Axanar, and is the person to whom the quoted Facebook post was directed. Sorry I didn't make make that clear.
This was a fan panel, not a celebrity one. All four panelists were locals who have a prominent presence in the fandom, via involvement in fan organizations, etc.
She has some connections, which would theoretically be how she would be able to get a copy. I'm certainly not convinced that she's ever actually seen it, though.
And just to be clear, I'm just relaying what she said. I don't particularly believe any of it.

Leslie E. Owen has no real connections in the entertainment industry. She fabricates a tremendous amount.
Her biggest claim to Trek fame is a Picard/Riker fan fiction called "A Million Sherds", where Riker is abused and molested by his father Kyle, and eventually finds solace in Picard's magical healing cock.

I just emailed the convention asking why they let a fan-fic writer that often writes explicit graphic depictions of violence and underage rape be a panelist and provided the links (thanks King Daniel Beyond). I hope someone gets back to be soon.
