I wouldn't even dream to suggest this is a forgone conclusion, but I would assume this would be set in the Abramsverse?

That could simply mean it won't use the same characters. It doesn't say it's not part of that continuity.It's a little vague but the article on startrek.com says:

While there are things I've enjoyed in the films I agree Star Trek is best served on television where it can do the many kinds of stories and explore many kinds of ideas the way it was conceived to do.I'm just glad to get Star Trek back in the format it's supposed to be in. I'm considered as a non-American (Canadian here) where I'll be able to watch this show.
^Why wouldn't they have the rights?
I don't know. I was under the understanding that previously CBS didn't have the rights to the Abrams' films and their content. Maybe they've ironed that out or not. I'm simply thinking aloud that if CBS doesn't have the rights to the Abramsverse then they would have to do something else of their own making.^Why wouldn't they have the rights?
