I've been plowing through Season 5 on Netflix... don't have the disc set yet, so I'm taking advantage of the 'flix to continue my rewatch.... and man, I don't know if it's the online streaming or if this is just another case of the Blu-Ray team not finding something and having to upscale the DVD, but it's really, really obviously bad in "The First Duty."

If Paramount found the missing footage, and released it in a complete set, I would demand they replace the disks in the season sets I've already purchased. But I'm not holding my breath for this material to appear.
