Nobody is saying that, all they're saying is that the wish they hadn't changed Rey's origin between the two movies. It was pretty clear that what they said about Rey's parents was meant to be true, there was no indication that I can remember that Kylo Ren was lying, and then changed their minds when they were putting together The Rise of Skywalker.By saying that The Rise of Skywalker changed what The Last Jedi supposedly said (even though it didn't actually say anything definitive at all in the end), the assertion very much is that what was supposedly said in TLJ should take precedence over what was definitively said in TRoS.
