Ultimate Shocker's one of my favourites; he's always getting smacked around by Spidey much, he's just an annoyance to Spidey, but he keeps coming back and keeps getting knocked down. Guy deserves points just for persistance.

And yes, the Reaper devil would be my second choice too.

If we can stretch it to Demons as well as devils, Jason Lee as Azrael in Dogma would also get a vote.

Two-Face, almost for The Long Halloween alone. Kingpin, because of Born Again. And Professor Zoom, not because I particularly like the character but because the idea of someone completely insane who can move at something approaching the speed of light is frightening.
