Tears three strips off whom?
I eventually figured out who. But not what "tears three strips off" Ezri could possibly mean. I think even I would likely remember Garak "tearing three strips" off somebody. That would be Ezri.

And Avery set it up perfectly. "Him too" like Garak's an afterthought, whose safety is a priority somewhere below the runabout not having its paint scratched.
In other words (and I just dug out my off-air VHS tape and watched the episode) he ripped her a new defecatory orifice. It's an expression.

If you remember "Rocks and Shoals", that Vorta was just completely awful. If anyone deserved such a macabre fate, it was him.The dead body walking into the wall over and over at the end of "The Magnificent Ferengi." Apparently one of the writers regretted that, finding it distasteful. Some people are just no fun.

I had never heard/seen that expression before. It's an expression.

No one else brought Sisko that close to calling them a motherfucker. If you remember "Rocks and Shoals", that Vorta was just completely awful. If anyone deserved such a macabre fate, it was him.
Maybe Eddington. No one else brought Sisko that close to calling them a motherfucker.

Oops! Ezri.Tears three strips off whom?
