I eventually figured out who. But not what "tears three strips off" Ezri could possibly mean. I think even I would likely remember Garak "tearing three strips" off somebody.
It's an expression.

The dead body walking into the wall over and over at the end of "The Magnificent Ferengi." Apparently one of the writers regretted that, finding it distasteful. Some people are just no fun.
