My idea: Star Trek meets the Twilight Zone in terms of structure. Take a season, 15 episodes, and spend it with new characters, settings, and have them change every year. My theme would be exploration. Settings would include a planet and it's politics with regards to building an engine that breaks the light barrier, the space station where a new discovery of a natural resource may make every corner of the universe able to be explored, the world where slavery and destruction of the planet fuels their exploration, a Starship, the last remnants of a once great civilization, continues to explore the galaxy, a hospital where they must treat the victims of a plague brought back to them by their explorers, and that's the beginning. Called "Star Trek: Exploration" it visits the strange, new worlds that the song talks about, peels back the layers of the upside, and downside, of space exploration, as a way of life. It doesn't warp off after the end of the show, and to pump new life into the rich tapestry, it never involves the iconic races--the Romulans, Bajorans, Borg, etc. This is a completely new show relying on acting, storytelling to re-build the franchise.
This was more or less what Bryan Fuller wanted Discovery to be before CBS vetoed it.
The problem with this from a network perspective is they need to build an entire new main set each year, which is very expensive compared to an ongoing show which can keep the bridge, corridor, engineering, and other sets all the way through its run. Having standing sets allows Trek to do "bottle shows" and keep overall costs low.
A way around this might be to structure an anthology show so that you never actually see the main ship. Basically every episode begins with "beaming down" or landing in a shuttlecraft.
Instead of a Earth-bound Academy, there's are small academy ships.
The idea is that the best form of training is on the job training, kind of like what we saw with the Jedi. Small groups of cadets are attached to a young officer and sent on series of diverse missions.
The missions could be combat, science, search and rescue, diplomacy, law enforcement, intelligence, etc..

And is what Section 31 and DSC is constantly beat about the head for daring to have. So, no, I don't believe people want it and if it happens it will be decried for "not Gene's vision!". Section 31 was a weak point of DS9. As for discovery, can't possibly say.
