Huh? The guy on the right doesn't have any kind of facial tattoos or markings, just high cheekbones. He just looks like a human with a shaved head. All this over a whole lotta nothing.
Meanwhile, it's interesting that both this comic and this week's Discovery have shown us Andorians with beards. I never thought of them as having facial hair.

Yes, the Franz Joseph manual implied that, and the Medical Reference Manual later assigned those star systems to Tellar and Andor instead. A lot of people assume FJ named Tellar and Andor as founders, but he didn't. That was added later to the foundations he laid.

No, that's not it at all. I think what I was remembering was a Memory Beta or Alpha article about Rigel. I found in my old Rise of the Federation notes that both the Spaceflight Chronology and Starfleet: Year One designate Rigel as one of the Federation's founding members. So not everyone has agreed with the Earth/Vulcan/Tellar/Andoria/Alpha Centauri paradigm. But I can't find anything about what other founding members those two works list. Do you have them? (I've really got to get a copy of the SFC at some point.)
