Ah I wasn't aware there was a TNG mirror on book.
The MU is the best thing that ever happened to Trek. They shou,d have done an entire show there.

I'm not sure this would have been as fun as you think - the mirror universe' fun came from the idea that these were evil, twisted counterparts of the characters we knew well - if we only had a mirror ship full of tyrannical killers, I think the show would find it hard to generate appeal. The MU is inherently quite silly, and without the 'real' universe to balance it, I don't think it would work.
The Empire still exists in the late 23rd century, because Mirror Spock decided he didn't have the resources he needed to seize power. The Empire has been trying to find a way to duplicate the transporter error on a larger scale so they can invade our universe, and now they've succeeded. The ISS Enterprise comes into our universe, and it's up to Kirk and the TOS crew to stop it.
Dark Mirror is a great novel. It definitely would have made an interesting TNG movie.
