I don't know why Berman Trek continually tried to force romantic relationships amongst the leads. It rarely worked.
I'm of the opinion that most ships can work if someone puts in the work to sell the pairing, but Berman was such a misogynistic sleeze that most things he touched on that front turned to shit, even when the pairing had already proved popular with fans (see also: Tucker/T'Pol).

All that said, DS9's batting average is particularly low to say Berman had the least amount of influence over this show.

On the subject of Winn/Dukat, I don't like them as a couple, but find it oddly hilarious. I think it's because they're both such rotten people.
I thought that match up finally took DS9 to mediocrity; this moment was how far the series went straight to the ridiculousness. In the first 3 seasons those characters were the most dangerous villains in the series, I knew they were the bad guys but they were so intelligent in their tone of villainy with a dose of niceness. But the end of the series they were 1 dimensional, dumbass clichéd bad guys, stripped of everything that was fascinating about them.

Worf was the character who was really unlucky in love...
The showrunners should've allowed Worf to avenge Jadzia's death if the relationship meant anything to him.

Honestly, I’d have loved to have had the gang realize Dukat is on the station, and while those who you’d think would punch Dukat’s ticket are discussing just how to get him, Ezri goes and gets a special rifle. But she actually confronts Dukat, as Jadzia has re-emerged. “You killed me, Dukat…”
 
They could do an argument between Kira, Worf, Sisko, and Jadzia-dominating-Ezri for who would get to off Dukat.

I think Ezri would be the one to leave the room without the others noticing, and by the time they do, Skrain Dukat’s soul has gone to Hell.
Sisko’s reaction: Old Man, what did you do?
Worf would be a tad unnerved, but impressed, and I could see Kira kicking the corpse in the nads. Winn would lose her mind.
 
Here's a thought...
Dukat is walking down the promenade with his bodyguards. Kira sees him and draws her Bajoran style phaser and blasts at him, dropping one guard, but the others shoot back, pinning her down. Worf shows up with his mek'leth and charges, but Dukat's surviving aides defend him. Dukat runs for his life, rounds the corner and is almost to his ship when a hole the size of a dime appears between his eyes, and a baseball-sized one erupts out the back of his head, scrambling his sick brains. He drops like a stone.

Three decks up and on the other side of the station, Ezri blows smoke from the TR-116 rifle in her hands.

Not bad, not bad. However, I think Kira should get to deliver the coup de grace. She's had to put up with him longer than any of the others, it was her planet he committed genocide on, and she called dibs.

Good point... you could probably rewrite the scene so that any of the three administer the coup de grace, depending on who you think has earned the privilege. Kira would probably be so close to him when she planted the blade, she'd be able to smell the fish juice as his last breath escaped.

Yeah, Kira taking him out would be perfect. Though… I picture her castrating him as part of it. “Commander Worf, hand me your bat’leth, will you?”

I'm sure the Prophets would favor Kira killing Dukat. But I don't see torturing him unnecessarily as something the Prophets would condone or that Kira would do. He needs killing. He's probably number 1 on Bajor's list of Cardassians condemned to death in absentia. Kira torturing him would be lowering herself to his level.

Agreed. I more see her stepping in close and ramming a blade into his heart, and their noses are a centimeter apart and she's looking right in his eyes as her face is the last thing he ever sees. Not smiling, Kira takes no pleasure in killing, not even those who have done so much to deserve it. Just the fierce intensity that Nana Visitor can do so well. Then, the moment passes and Dukat slips to the floor in a motionless heap. Kira takes a couple breaths, regains her composure, and moves on with the task at hand.

Hmm ... I probably wouldn't have watched the show if the main characters--the heroes--were only motivated by revenge. Indeed, Star Trek has always presented this as short-sighted and selfish. Ranking who should have been most aggrieved by Dukat takes away from the characters' growth and the desire to validate broader principles.
 
Part of Kira's character arc is being less motivated by revenge against the Cardassians. Mostly in season 1, in Duet.

Ewww… and you don’t want to know what that psycho did in the books. He truly earned his place in Hell.
oh..... i never read the books...... but i can imagine, there was always a creepy vibe between them
