Worf and Dax: I kind of liked them. DS9's two big missteps were destroying the Ferengi as a unique culture, and killing off Dax (then wasting the concept of a neurotic Trill on a single season).

Leeta and Rom: Not my fave, but I wasn't emotionally invested enough in either character to care.

Odo and Kira. Whether it was a wise decision or not to pair these two, the actors sold it. Seeing it end the way it did... it still stings.

Dukat and Winn...

Of those four, winner in a walk.

EDIT: Adding in couples proposed below, by At Quark's, Richard S. Ta...

Zek and Ishka: Not a horrible couple in and of themselves, but the pairing led to "Profit and Lace" and the systematic destruction of everything that made the Ferengi interesting. Not as stomach churning as Winn/Dukat, but still a hard pass.

Bashir and Ezri: Replacing Worf and Dax with this utterly boring and "tacked on" pairing was like Voyager replacing Janeway/Chakotay with 7/Chakotay. Not sure which trade was worse.

Sisko and Kasidy: I actually liked these two.

Miles and Keiko: Easy to forget about this one, but it remains Trek's most successful on-screen romance, and shows us a strong, successful, and committed marriage. Could Chief O'Brien have survived the endless suffering he went through without the love and support of his family?

Kira and Bareil: This was was Ok, I thought. Bareil's even temper and gentle nature set off Kira's fire very well, I thought.

Kira and Shakaar: Yawn. This one served two purposes: drop angst on Odo, and serve as an escape hatch for Kira at an awkward moment. Now Kira and Ronin... they might have been interesting!

Quark and Grilka: I'm with Bashir on this one... I don't need that image in my head!

Why not include Bashir & Ezri? (Very late in the series, but that's true for Dukat&Winn, too).

Or the Grand Nagus & Moogie? (Ok, they were not main characters).

Or Sisko & Kasidy?

As for the 'worst' on the list, I'd say Dukat and Winn. Mainly because their relation was based on lies and exploitation.
 
Hands down, Kira and Bareil. That milquetoast had all the personality of the rag Quark uses to wipe down his bar top. To saddle Kira, arguably the strongest DS9 character in the first few seasons (at the very least), with him only served to attempt to drag her down to mediocrity. Thankfully the writers seemed to notice this, and Kira, buoyed by Nana Visitor's acting, recovered nicely.
 
I didn’t care for Quark and Grika. It seemed too silly. Rom and Lita was a mis match but I accepted it because it advanced each character. Winn and Dukat was creepy. The whole OBrian family is sacred to me in Trek canon.

I thought it was funny when she left him with plates in his hand in "Shadowplay", shades of "strong woman leaves her guy to do the dishes". But whether Kira/Bareil was a good ship or a weak one, it freaking buried Kira/Shakaar. I think that one was more intended to give Odo angst than anything else.

A one night stand doth not a couple make. Even when there's a (draped) nude scene.

Dukat and Winn were a couple for half a season...
 
Dax and Worf! No question. Zero chemistry, a new form of the "Odd Couple", I could've sworn Ronald D. Moore just loved shacking Worf with a woman to stunt his growth as a character. With Troi I found it moving because Alexander became a recurring character and the boy became attached to her; so their relationship formed organically and I wish it remained to this day. Worf from day one on board the station never showed signs he had feelings for Jadzia, he definitely was attracted to Grilka, which was natural because she was an endearing personality and he couldn't figure how a guy like Quark could get her. I have zero interest in Worf with Grilka but I really like her with Quark and I hope they some how rekindle their relationship as husband and wife.

Second would be Kira and Odo. It was sooooooooooo out of left field and every time I'd see them together as a couple I would cringe because it never felt organic. 1st of all Kira was shallow and she's shown this attitude with Jadzia several times, also we had a clear view of the kind of person she loved and all were Bajoran and very handsome... sorry that's not Odo. Odo's affection for Kira aways felt forced and not much there until seeds were thrown in during the 3rd season of DS9.

Sisko and Cassidy Yates, I guess if two people from opposite sex who happen to be black must be together. Sisko was a honorable man while Cassidy was a lying trafficker; I thought their relationship was very weak and I wish she was revealed as a changeling, but I digress.
