Hardly. The computing pioneers stole it from the shoemakers....'reboot's' only official definition relates to computing...
"Boot" is lazy speech for the more technically accurate "bootstrap." A bootstrap is the loop at the back of a boot used to pull it on. That was reapplied for modern use to the small piece of code residing on the storage used to load and pass control to the Operating System.
In older days, a farrier might find "reboot" an odd term to use for putting new shoes on a horse - a fairly useful analogy or metaphor for the film industry today.
