Even that definition in universe is cocky and arrogant...(I know the RL reason for it) Do Andorians, Vulcans and other aliens consider themselves humanoid? I doubt it, some of them were flying ships when humans were still living in caves.But, just about all aliens in Trek are humanoid!

Riker was XO for 15 years, if you follow the comics, Keenser has been taking orders from other people probably less smart than him for almost 30. I don't think the writers realised the role they placed Keenser in, unless he is an enlisted personnel and not an officer.Maybe he doesn't want to be, for whatever reason. Riker didn't want to be captain for a while.
IIRC, the comics do imply that Keenser was in fact Scotty's superior while they were on Delta Vega. It wasn't until being assigned to the Enterprise that Scotty was promoted over Keenser, but by then Starfleet was smoking some whacky granola with their staffing decisions, among them promoting a Cadet directly to Captain.According to the comics Keenser was discovered by Robau's ship, if he joined Starfleet and graduated as an officer, by the time he meets Scotty, decades later, he should be Scotty's boss not the other way round.
True. Perhaps he was unambitious like Tapestry Picard who only made it to Lt after decades in Starfleet.Maybe Keenser found being a sub-ordinate less stressful.

She'd actually make a perfect POV character who could represent the non-fans in the audience, an outlet for the characters to explain the essentials of the Star Trek universe like who are Klingons and why are they so pissed with us?
