Without knowing what I'm talking about....
Naming the station DS9 gave me the impression that
a) It was in deep space, like far point was in TNG's premier
b) It was administrated by Starfleet (ie, funded and all that headache)
c) It implied a connection between Starfleet and a still war-torn Bajor
d) Starfleet had something to do with Bajor's management of Cardassian Withdrawal (if not actively facilitating it once catching wind of it)
e) Starfleet has a naming convention for bases and stations of various sizes and distances.
f) It was way out in the boondocks to service starships on exploratory and security missions.
g) Bajor didn't need it beyond security reasons, certainly not for leisure expeditions.
h) Deep Star Space Station B5 Starbase Nine would cost too much in typewriter ribbons, and Space Base Larry was just too ahead of its time. (But something to think about for the next ISS).
