Two of my favorite characters and definitely my favorite two people involved in maintaining security. Both have some badass moments in my opinion, however in their "role" as chief of security, who do you believe was the better officer?

For me it's Tuvok, but a slight edge. I really admire his investigative skills.
 
Given the two choices I'll have to go with Worf if for no other reason than I'd never vote Voyager as being superior to TNG at anything... except maybe floundering in the ratings.

Didn't Scotty fulfill the role of Security Chief on TOS?

In an all-inclusive vote of all Security Chiefs of Star Trek I'd have to go with Odo.
 
No one really handled Security on TOS. I assume it was to make Kirk the more swash-buckling leader, not needing anyone else to fight his battles for him.

In the Horta episode we were introduced to Lt. Commander Giotto from Security, so I would assume he would be the Chief.
 
^I recall at least one incidence where Scotty beamed down to a planet flanked by security (well, redshirts anyway) and pulled Kirk, Spock, and McCoy's fat out of the fire by phaser point. You'll have to forgive that I can't name a particular episode.
 
It seems like you have to really piss a Vulcan off--or find one in the midst of plak tow--to get him to display superhuman strength. It doesn't seem like it's on all the time.
 
^There is a difference between displaying and switching it on/off. You don't have to display strength to have it.
 
Technically Tuvok should be stronger due to being a Vulcan correct?
Stronger than a Klingon? I doubt it.
My read is that not only aren't Klingons stronger than Humans, on average they appear to be slighty weaker.

Hard to imagine a Human dropping to the floor just because a pregnant woman kicked him once in the tummy. A Klingon did drop, while wearing body armor at the time.

klingons talk some good smack, but they can't walk.

Friday's Child.

Scott was actually acting in the capacity of Enterprise CO during most of the episode. He is actually the Chief Engineer and second or third officer depending on the day of the week.
