I definitely wouldn't mind at least a quick mention of Janeway, since on the surface it seems like there are a few plot elements to "Picard" that she could theoretically be connected to. Seven of Nine (I don't think it's unreasonable to think that Seven & Janeway would have stayed in touch over the years), the Borg (since the last time we chronologically saw them was when Janeway gave them a big 'ole bloody nose to get Voyager home), her being an admiral when we last saw her, etc.

Meanwhile, the whole Romulans-were-our-allies--in--SpaceWWII isn't just being retconned or explained away...it's just flat out being ignored.

I get that. But it hasn't even been mentioned.
We really have no historical relationship background to go by between the time of Nero and PICARD.
For all we know the Romulan Government could have gone back to insisting the Federation abide by the Neutral Zone agreements and may have only grudgingly allowed Picard to mount a rescue.

Also, They may have allowed it to set the Federation up to fail.

Yes, that's all possibly true. It just feels like they've gone out of their way to avoid mentioning the biggest war in Federation history, that only happened 25 years prior. Not talking on an in-universe level here. Just seems like the writers are not exactly eager to acknowledge the massive changes DS9 wrought upon the political situation in the galaxy.

Maybe They are saving that for a later episode or next season?

I don't see Jeri Ryan and Mulgrew actively wanting to be on the same set. I'm guessing we never see Janeway again, or at best, just hear a passing throwaway line about her.
While set tensions were apparently a thing in the past, if the Writers/Producers decide that They want Janeway to come back, I think we can assume that both Actors are professional enough to let that go.

Especially if they want to work and get paid.

I really hope so. I realize I may be jumping the gun here. I'm just getting real "DS9 doesn't matter" vibes from STP, and the treatment of DS9 as Trek's bald, goateed stepchild must end.
I'm not seeing a connection at this point that necessarily requires DS-9 to be brought into this story-line.
After all, other than Captain Picard visiting the place in the first episode, there's no real connection to that place and Jean-Luc's current dilemma's.

(unless it turns out that FREECLOUD is connected to DS-9 in some manner)

Granted it didn’t amount to more than just an Easter egg, but there was that shot of Boston in the premiere that featured the emblem of the Ferengi Alliance, the logo for the London Kings and a billboard for Kasidy Yates Interstellar Freights, so at least somebody involved with Picard seems to be acknowledging DS9.

Also, honest question…as far as anybody knows, do Jeri Ryan and Kate Mulgrew still actively dislike each other? I guess I just assume that at some point over the years they would have crossed paths at a convention or something and talked it out, but maybe not. I know they were both on that SyFy show “Warehouse 13” a few years back, but I’ve never actually seen it so I don’t know if they ever actually interacted on that show.

Based on the rolling dice that we saw when Raffi pulled up the FREECLOUD site, there must be gambling there. If nothing else I'd expect maybe a reference to Dabo tables.
