They wanted to keep the captain on the bridge I assume, with their quarters acting as one when needed.Only the Constitution, Miranda, and Excelsior ships had no ready room. Truthfully, it's kind of silly that they don't. It was one of the more sensible additions TNG added, so much that even ENT gave Archer his, and presumably more ships featured them with few exceptions.

For certain it's not the room Lorca used that was just off of the bridge. We've seen that room. The new room has to be on another deck. Likely one below the main bridge in the image that was posted earlier in this thread. It's far to large to be the original room.
We have a clear answer now. It's in a different part of the ship and not where Lorca's room was.

Well the Conference room in TOS was on another deck. I don't know if the deck was ever named.So it could be the deck right below the bridge? Still odd that they would put it anywhere other than right next to the bridge.
