If you want the sort-of backstory to Tom Paris, watch Next Gan's "The First Duty". Except the guy's name in that was Nick Locarno not Tom Paris, because they didn't want to have to pay royalties every single episode. But it's essentially the same guy.

On the other hand, the Voyager writers kind of ignored that episode and wrote the Maquis as generic thugs.

The only reason I watched Voyager was because I watched TOS, TNG, and DS9. Figured I might as well watch this one too.
