Whatever happened to the Federation in the future...

Not all that unlikely. Without getting too political here, we’re already seeing what one could describe as the fall of democracy in many countries currently, and who knows what these small cases will ultimately lead to. May have been exactly the same for the Feds.

I bet no one ever thought the Roman Empire would fall, but guess what happened?

DSC S3 takes place in 3187, Daniels' time was in the 31st Century or 3001-3100. So, if Daniels was in the early-31st Century and Discovery is now in the late-32nd Century, they might actually be almost two centuries apart.

Daniels was from 900 years in the future...Archer's future, so about 800 years from Discovery and 130 years before Discover S3.
OK, so there's plenty of time to go from Daniels to what we're getting in Disco.
As for how go from one to the other, maybe something happens that causes Daniels' people to lose the ability to travel through time, a lot can change in 130 years.
 
I find it unlikely that the Federation would simply allow itself to fall.
I find it unlikely that functioning democracies all over Europe suddenly elect leaders with a totalitarian touch.
I find it unlikely that a country would vote to leave the European Union without a clear plan for what comes after.
I find it unlikely that one of the oldest democracies in the world votes an unhinged megalomaniac and former reality TV star into power.

yet...here we are.

I have a feeling the timeline they ended up in, ended up going very differently than what we've seen. I wouldn't be surprised to see them go back to a very different 23rd century, which is where the Georgiou show ends up taking place.
 
A society that has absolute control over time travel, should be able to stop literally any threat. So why didn't that happen?
Maybe the cause of the reduction in the Federation membership was the individual members wanted a major change in the Federation, a new direction (think a social movement), that the Council was unwilling to enact?

So the members simply left.

The Time Cops could go back in time and chart every step in the coming change, but were powerless to effect the minds of hundreds of billions of people.

I'm pretty sure they've said they don't have plans for them to go back to the 23rd Century. Obviously those plans could change, but I think the whole reason they ended Season 2 the way they did, is because the current plan is for them to stay in the 32nd Century permanently.

We'll have to wait and see. Audience response to the season will likely dictate what they do in season four.
 
Keep in mind that the fall of democracies is never down to one specific thing. It’s always a bunch of issues that snowball and eventually cause collapse. If you were to send time lords back to change the past, where do you start? What event do you pin point to be the beginning of the end? When we look at the US currently, you could go all the way back to the Cold War or even WWII to pinpoint the issues that have resulted in someone like Trump becoming POTUS.

A lot of things can happen in 130 years.
 
Obviously, without Michael, the whole thing collapsed on itself. :)

Probably a war of some sort, or it just evolved into something else.
 
All it would take would be for them to add “whether they like it or not” to the end of their mission statement for the Federation to become caught up in a massive galaxy wide war. I can see that happening.
 
Maybe Picard destroyed the Federation. It seems Picard is going to hate what it has become so he creates a Resistance to fight against it and bring it down.
