Since Kes and Neelix left Voyager before it reached Earth, we don’t know what their plans were if they did reach it. But they actively worked to get Voyager to Earth while they were aboard and wanted to reach Earth. What do you think would happen with them if they reached Earth aboard Voyager? What would they do there (probably separately)?

Well, assuming Voyager's journey took the same 7 years, Kes would have only a few months before morilogium. She would probably spend a lot of it on Earth, learning all there was to learn about her new home. She probably would want to spend her last months close to her friends.
As for Neelix, he'd do well anywhere. He might spend some time on Earth before going out to find out about the other worlds of the Federation. And of course, he'd be in demand, because of his vast knowledge of the Delta Quadrant, including worlds Voyager never reached.

If, somehow, that 9-year-lifespan limit was overcome, I could imagine Kes studying with different AQ (Federation?) species to further expand her psychic capabilities.

How many times can I say that Federation cannot work time that, that it must adapt to development of particular species (because there are species in the Federatiopn that grow slower than humans)?
The Federation can. 21st century humans can't.
Well, we know there are species that have a longer lifespan (Vulcans, El-Aurians for example). I'm not sure there are species that grow slower than humans (as in they need more years to reach maturity), though that probably would be the case.
I always thought Vulcans do. I am not sure it's canon, but I always wrote them as such.
She is. But I feel she was a miscalculation by the writers, because most 20th and 21st century humans can't handle the elephant sized two-candle birthday cake in the room.

Even if she matures rapidly, Kes had only 2 years of life experience. What Neelix did was a crime.
I mean, how in the world did the writers ever think this relationship WOULDN'T LOOK HORRIBLE?!?!?!
