Actually thinking a bit more about it, it seems that the Betazoids may be a newer version of the "New Humans" and have their origin in this concept of Gene.

Seems like even in internal society only, among themselves before first contact, they'd have to have some awareness of and discussion about the idea of PRIVATE thoughts that aren't to be viewed without permission.

Transparency is definitely a terrifying concept to one degree or another, but if that were their norm, perhaps it wouldn't really be questioned. One culture may cherish privacy while another cherishes total openness and would consider "privacy" to be suspicious in nature (what is so-and-so hiding, etc.).
