I think he is thinking in terms of US Navy terminology, a quartermaster is the "master of the quarterdeck" and not the supply person, which is called the "purser." In this usage, the enlisted rate of quartermaster aides in navigation because the quarterdeck resides behind the helm of the ship. (see Quartermaster Wiki )
Quartermaster is, however, used in the US Army for the supply person/depot. It was also used in TOS as the term for the purser in "Tomorrow is Yesterday" when Kirk asked Spock to get Christopher something else to wear, and is also in used other Trek shows to describe the supply officer (
Starfleet Quartermaster ).
We can only assume that since Starfleet, or UESPA, as described by Kirk in TiY as a combined service that the term purser fall out of use and since there was a Navigation bridge position, that the land-army term of quartermaster was used instead.
