Especially as a department head. At least be a lieutenant. But even in Voyager it was stupid and ill thought out he was an ensign all 7 seasons, What Janeway can't grant Field Promotions. That is just fucking stupid

I think Janeway saw Kim as the full representation of her stranding Voyager and forever altering a promising career. And rather than reasonably advance his career she holds him back in vain hope he can go back and have a "normal career."Janeway just fucking hated Kim.
The Crushers worked for Mariposas (the organization Rios and Teresa founded in S2).
An Easter egg in a season rotten with them. Big fucking whoop.
It was pretty apparent that the budget for season 2 got spent on season 3 instead.
It wasn't cheap and neither were the Next Gen cast. No one did it just for love. So not the entire budget, but a sizable chunk. What the Enterprise D would cost a whole season budget?

Oh the cast wouldn't have been cheap but what is the major expense of building a set?
I thought a lot of sets were in storage?
Pretty sure they painstakingly rebuilt the D’s bridge (which is why it was the only set for that ship). They got a little obsessive about it. And who can blame them? I mean, Trekkies, after all.

They could have used actual screens on the D considering that they did this in other shows like Enterprise and Discovery which would have gone into the expense..
All destroyed. it was a ground up new build. Plus they added modern tech for the various panels and screens.Oh the cast wouldn't have been cheap but what is the major expense of building a set?

Nope. The only set from the 90s shows that was kept in storage after its series ended was the Defiant's bridge, which went on to become the bridges of several ships of the week on Voyager and Enterprise. And even that was destroyed after Enterprise ended.I thought a lot of sets were in storage?
That's why S2 took place in the 21st century, and tended to have the same small groups of characters hanging around each other
