What if the Romulans were the ones to contact humans first?

Well, according to books, movies, comics, TV, etc., humans fight off every interplanetary threat thrown at us, and most of them are far scarier than uptight space elves. Heck, we probably could have just sneezed on them.

This could have been an interesting approach for the mirror universe prequel on Enterprise. More interesting than what they did.

Although with their technological advantage and that Earth had just nuked itself into oblivion they would not have needed to go to that much trouble. Not even sure why they'd be interested in one more warp planet that was that beat up unless they just wanted Earth as a base to move against the Vulcans.

If we take Archer's beliefs/opinions/etc about Vulcans holding Earth Starfleet back at full value, how much worse would the RSE be for Earth?

Assuming Earth has better resources than the RSE, they might treat humans as well as they treat the Remans. Or if they have smart leaders, see us potential allies against the Vulcans. They would rule the quadrant!

Ok, how was this not the canon origin of the Mirror Universe?
In one comic book that is sort of what happened, save for the fact that it wasn't first contact but Earth loosing the Earth-Romulan War, resulting in Earth becoming an occupied territory. When they were able to fight back and kick the Romulans off Earth they reformed in to the Terran Empire, rather than United Earth, and began a conquering spree.
