Why not? There were the 2 Dicks on Bewitched and soaps do the recast thing all the time.

They'd do what Voyager always did - introduce a character in the background 2 episodes before their "proper" debut

The Voyager stumbles across a colony of Starfleet officers stranded in the Delta Quadrant years ago, and one of them happens to be a captain.

Something similar did happen. If Kate had not returned, John Savage would have taken her place as series lead and Rudy Ransom would have assumed command of Voyager.
