What do you think of the Starfleet uniforms they made for the show?

I don't see how that's chaotic. It's very simple.
Certainly you see how it is less harmonious shape than a circle, oval or bevelled rectangle? Also, the bars are vertical rather than horizontal, which would seem more balanced.
 
The 2380's uniforms are sleek, visually striking, comfortable on the actors, and somewhat form-fitting. Bob Blackman was never able to achieve that with the costumes he designed for Berman(although he came close with the original DS9 unforms).
 
I haven’t read through 18 pages so I don’t know if it’s been answered, but are there any command red uniforms or is it just blue and gold?

Well..

Picard's uniform is trimmed in red, and apparently security/intelligence officers are still wearing gold and science is still blue.

So at the bare, bare minimum flag officers are in red.

I don’t recall seeing any 2390’s uniforms that aren’t flag officers that are red.
 
Be nice if admirals did where other department colors.

Given the examples we've had so far:

Commodore Oh (Starfleet Intelligence):

Then I think we can assume that the Admiralty now follows a similar three-color structure as the regular officers do, although I do wonder if JAG would be under Command rather than Operations?
 
JAG was Command in early seasons TOS
(Measure of a Man).

There was no reason to assume that flag officers *didn’t* wear Division colours, when appropriate, in the TNG /DS9 era, it was just that it was never really relevant to the stories being told so it never became an issue. In fact, there is clear on-screen evidence that at least some of them *did* wear relevant Division colour, based on Admiral Toddman of Starfleet Security who wore an Operations gold version of the flag officer uniform from that period (this was also clearly a production decision as it helped provide the audience with a visual cue to directly link Toddman to Lt Cdr Eddington.

Every source I've seen puts Fleet Admiral at 5 pips, not 4. So Picard would have just been an Admiral unless that's contradicted in episode 1x03. And I've seen some online sources with a 6-pip rank called Chief Admiral / Grand Admiral or Commander-in-Chief.
 
And one of them in red might be the "clown woman" who is also seen aboard the Borg cube.
