That's Data becoming "More Human". His program is "Evolving to be more Human-Like" for better/worse.
Assuming he can detect it fast enough and has enough time/power to stop it.
He isn't as infallible as you think he is.

Most enemies don't know about his "Weak Spot" / Power Switch.
Then why does it need to be moved?
And yet Data was compromised or shut off more often through other means than his off switch was used. (And one of those off switch times was in court in "The Measure Of A Man".)

And those were possible only because the people who used it knew EXACTLY where it was AND was someone close to him in a friendship/family way.
The off switch is clearly much more secure.
