What civilization/species in Star Trek is, in your opinion, most evil?

If they had become reoccurring villains we probably would have found out. Too bad Matalas didn't think to use them instead of the Borg for the millionth time.

They felt a lot more intimidating than the Borg. Q Who was the only time that the Borg felt scary
 
I don't think you can call a whole species "Evil", you can only call the government that rules them Evil.

For me it's between the Borg and Dominion. Both take away free will from their subjects. The Dominion doesn't just eliminate anyone that doesn't bend the knee, it tortures them. They created The Quickening.
 
At least the ENT Borg episode didn't show or even reference a Queen. Just lumbering, thawed-out drones from 90 years earlier who terrorize an Arctic research team and hijack their ship.

I thought it ruined suspension of disbelief in that episode when Phlox figured out how to cure assimilation in five minutes while being assimilated.
 
For me it's between the Borg and Dominion. Both take away free will from their subjects. The Dominion doesn't just eliminate anyone that doesn't bend the knee, it tortures them. They created The Quickening.
Their idea of introducing themselves involved mass murder, i.e. the destruction of multiple ships and the New Bajor colony.

It's funny how I was quite annoyed by that back then, that it almost "ruined" an otherwise great episode for me.
And now I think this is one of the best & definitely the last good Borg episode, after 3 seasons of PIC. Quite the turnaround.
 
Oh, for me it's the last time the Borg were intimidating or even all that interesting PERIOD.

I don't know if I fully agree with this assessment as to the Borg. The collective is much more than just a government. The collective is them. They are a collective species and not in the Soviet definition of collective.

I know we've seen individual drones released from the collective and they still function well enough, although in VOY: Unity they still needed to form a mini-collective.
